Do I-Comply? Inviting HEIs to discuss the compliance of the foreign qualifications recognition in Ukraine with LRC

Although over 50 countries across the world have signed and ratified the LRC, in practice the structures and procedures of recognition differ greatly between countries. For this reason, striving to upgrade national recognition infrastructures in compliance with LRC principles, the competent authorities of different countries pool their efforts in the framework of European Commission project (Erasmus+ΚΑ3 Support for Policy Reform in the field of higher education) under the title “I-Comply: Implementation of LRC compliant recognition practices in the EHEA”. 

Ukraine is represented in the project consortium by the Ministry of Education and Science of Ukraine (coordinated by the Directorate of Higher and Adult Education), and the State-owned company “Information and Image Centre”, performing the functions of the National Information Centre of Academic Mobility (ENIC Ukraine). In this project Ukraine partners with the ENIC-NARICs of Italy, Lithuania, Netherlands and Poland. The steering group brings together the ENIC-NARICs of Estonia, Denmark, France and Norway. The project is coordinated by the Ministry of Education, Culture and Science of the Netherlands and the Dutch Organization for the Internationalization in Education   (NUFFIC). The project agenda includes a series of consultative meetings and three peer learning activities (PLAs). Ukraine is planning to host one of the PLAs.

On May 7, 2019 the representatives of the Ministry of Education and Science of Ukraine and the ENIC Ukraine took part in I-Comply kick-off meeting in the Hague and approved the project implementation plan. The roadmap as a template outlining the steps to reach the project goals was deemed appropriate for further harmonization of legal framework and current recognition practices in the partner-countries in compliance with the LRC. Prior to roadmap drafting the competent recognition authorities of the partner-countries in close cooperation have to draft the National Academic Recognition Infrastructure charts (flowchart and description of the key stakeholders and their roles) and fill out self-assessment questionnaire (according to the scorecards, elaborated in the framework of the project). 

In Ukraine the Ministry of Education and Science and the HEIs are the competent authorities for recognition. ENIC Ukraine provides organizational and information-methodological support of recognition procedure. It is therefore our pleasure to invite Ukrainian HEIs to take part in the assessment and drafting of the above-mentioned documents.

The ENIC Ukraine team have prepared the draft of the National Academic Recognition Infrastructure chart (Annex 1, Annex 2) and the self-assessment questionnaire for HEIs in Ukrainian (Annex 3).
