Ukrainian delegation at the Conference of States Parties to the Global Convention

On June 24 and 25, 2025, the French capital hospitably hosted delegates from around the world at the Second Session of the Intergovernmental Conference of the States Parties to the Global Convention on the Recognition of Qualifications concerning Higher Education, which took place at UNESCO Headquarters. The Session was attended by representatives of the countries that are signatories to the Convention, as well as representatives of observer countries, one of which is Ukraine.

This year, Ukraine was represented at the Conference by the Deputy Permanent Delegate of Ukraine to UNESCO, Mr Mykola Movchan, and representatives of ENIC Ukraine, Director Viktoriya Sergiyenko and Senior Specialist Tetiana Boichenko.

The first day of the Conference turned out to be very fruitful and ended with the adoption of a number of documents, such as the interim work programme of the Global Convention (2025-2027), the draft Operational Guide for the Implementation of the Global Convention. A draft subsidiary text on the relationship of the Global Convention to the regional recognition conventions was approved, a research paper for the development of a draft subsidiary text on quality assurance, including transnational education, was adopted, and analytical materials for the development of a draft subsidiary text on the recognition of refugees’ and displaced persons’ qualifications were considered during the Conference.

On the second day of the Conference, a panel discussion was held on the issue of micro credentials.

The Global Convention on the Recognition of Qualifications concerning Higher Education is a global document that has established universal principles for the fair, transparent and non-discriminatory recognition of higher education qualifications, and offers tools and practical methods for such recognition.

The Global Convention currently has 38 state-members. The Conference delegates warmly welcomed South Korea, which a few weeks ago joined the ranks of state-members by ratifying the Global Convention, and were pleased by the news from the Republic of Chad that will join the Global Convention within a month, and the Republic of Kenya that is in the final stages of the Global Convention ratification.

In Ukraine, the Global Convention on the Recognition of Qualifications concerning Higher Education entered into force on March 5, 2023. The issue of ratification of the Global Convention is currently one of the most urgent in the field of recognition of educational qualifications. The implementation of the Convention into the current legislation will comprehensively contribute to strengthening international cooperation in the field of higher education, improving the quality of the recognition procedure, as well as expanding academic mobility, which is especially important in the context of the post-war reconstruction of our country.
