Developing the Workforce on Ukraine’s Path into the EU: challenges and prospects

The annual Skills4Recovery conference "Workforce Development on Ukraine's Path into the EU" was held in Kyiv on September 5, 2025. The event brought together key stakeholders to summarize the first year of implementing the multi-donor initiative Skills4Recovery and to discuss urgent challenges in workforce development, etc. This year’s meeting was also marked by the beginning of a new partnership – the Kingdom of Denmark joined the Skills4Recovery initiative.

The event was attended by over 150 representatives of the government, international experts, vocational (vocational and technical) education institutions, the business community and civil society. The participants highlighted the achievements of the initiative, explored future trends in training qualified professionals for sectors critical to Ukraine’s recovery and discussed ways to build a more inclusive and resilient labor market in the post-war period.

From the Ministry of Education and Science of Ukraine the Deputy Minister for Digital Development, Digital Transformations and Digitalization Dmytro Zavhorodnii addressed the audience.

During the discussion panel "EU Pathways for VET institutions: Recommendations and hints," Director General of the Vocational Education Directorate of the Ministry of Education and Science Iryna Shumik and Senior Advisor to ENIC Ukraine Tetyana Yevdokymenko shared practical insights and perspectives for the Ukrainian education system.
