NATIONAL MULTI-SUBJECT TEST

Because of the military invasion in Ukraine, in the 2021/2022 and 2022/2023 academic years, students who were completing primary, basic and upper secondary education were exempted from the State Final Attestation (exams).

Pupils, who during this period completed the program of upper secondary education and intended to continue professional pre-higher or higher education in Ukrainian educational institutions took the National Multi-subject Test (NMT), instead of the traditional entrance exams – Independent External Evaluations, which were canceled at the legislative level.

The NMT was a form of entrance examination in 2022 and 2023, which provided the assessment of learning outcomes obtained during upper secondary education. The NMT was conducted with the aim of ensuring the right of individuals to have equal access to professional pre-higher and higher education and implemented the special admission procedure for a professional junior bachelor’s, junior bachelor’s, bachelor’s degrees, as well as a master's degree in medicine, pharmacy and veterinary fields.

The Ministry of Education and Science of Ukraine established the list of the NMT temporary examination centers in Ukraine and abroad.

In 2022, the NMT was conducted in the form of online computer test in three subjects: Ukrainian language, mathematics, and history of Ukraine. The document with the results of the NMT in 2022 was the Information Card, generated in electronic form.

In 2023, the NMT was divided into two blocks. The first block included two main subjects: Ukrainian language and mathematics; and the second one included one additional subject of the applicant’s choice: biology, a foreign language (English, Spanish, German or French), the history of Ukraine, physics or chemistry. The results of the NMT in the form of rating assessment were issued in the Information Card for the Certificate of the National Multi-subject Test. The Certificates could be generated by applicants and added to their personal profiles on the Ukrainian Center for Educational Quality Assessment website.

The rating assessment of the NMT results in 2022 and 2023 was done using the 100-200 point scale. The results of the NMT were transferred by the Ukrainian Center for Educational Quality Assessment to the relevant register in the Unified State Electronic Database on Education.

UaReNet NETWORK

Transparent and fair recognition of foreign educational qualifications is one of the key values of the Ukrainian educational community and European Higher Education Area.

In 2014, by the Law of Ukraine on Higher Education higher education institutions were given the right to carry out the recognition procedure, and with it the responsibility for their recognition decisions. Since then, the unified efforts of the Ministry of Education and Science of Ukraine, ENIC Ukraine and higher education institutions of Ukraine to create a single platform for development of the national education system and quality assurance in education, promoting the culture of transparent and fair recognition, exchanging of good recognition practices, strengthening cooperation, training and monitoring became the priority goal of the Ukrainian education system.

All-Ukrainian Network for Recognition of Foreign Educational Qualifications UaReNet (Ukrainian Recognition Network) was created on the initiative of the Ministry of Education and Science of Ukraine and ENIC Ukraine as a member of the international ENIC-NARIC network and united the credential evaluators from all over Ukraine under one “UaReNet umbrella”!

On February 18, 2020, the representatives of the Ministry of Education and Science of Ukraine and ENIC Ukraine signed a memorandum on the launch and development of the All-Ukrainian Network of the Recognition of Foreign Educational Qualifications – UaReNet.

On March 2, 2020, the conference was held to launch the UaReNet network, which was attended by Ukrainian and international stakeholders. The initiative gained wide support, including representatives of the Lisbon Recognition Convention Committee, ENIC Bureau of the ENIC-NARIC network, European Education Quality Assurance (EQAR), European Student Union (ESU), National Agency for Higher Education Quality Assurance (NAQA), Erasmus+ office in Ukraine and other organizations. As Jenneke Lockhoff, Senior Policy Officer at ENIC-NARIC Netherlands (NUFFIC), who also served as Vice-President of the ENIC-NARIC Network in March 2020, noted:

“When I first heard that Ukraine intended to create a recognition network, I was very happy because I realized the great potential of it. I was impressed by the text of the Memorandum and admired the painstaking work to create this document. This is a significant achievement, it clearly defines the need for the implementation of the Lisbon Recognition Convention and, in a broader sense, its application to ensure access to higher education and lifelong learning. The Memorandum also affirms the principles of transparency, open dialogue and mutual respect, and by signing it, members agree to implement these principles.”

The functions of the UaReNet network coordinator are entrusted to ENIC Ukraine.


UaReNet Goals

  • promoting growth of the academic mobility, ensuring equal access to higher education and employment for holders of foreign educational qualifications;
  • expanding the rights and opportunities of every personality through the lifelong learning;
  • enhancing and improving the quality of the recognition procedure of foreign educational qualifications in Ukraine;
  • strengthening the cooperation of credential evaluators of Ukraine;
  • establishing the information exchange and experience sharing;
  • introduction and popularization of the best recognition practices of foreign educational qualifications;
  • research and finding solutions for challenges in the recognition field.

UaReNet Principles

Principles of the UaReNet are based on compliance with:

  • the provisions of the Convention on the Recognition of Higher Education Qualifications in the European Region (Lisbon, April 11, 1997), subsidiary texts and recommendations;
  • the provisions of the Global Convention on the Recognition of qualifications concerning Higher Education (Paris, November, 2019);
  • Standards and Recommendations for Quality Assurance in the European Higher Education Area (ESG Standards);
  • foundations of transparency, responsibility, open dialogue, mutual respect and unity of the information exchange formats.

UaReNet Objectives

  • promotion of effective interaction between the participants of the UaReNet network and international recognition networks;
  • dissemination and observance of the idea of transparent and fair recognition in accordance with the Lisbon Recognition Convention, Global Recognition Convention, subsidiary texts and recommendations, ESG Standards, national legislation and leading recognition practices;
  • expansion of information exchange between the UaReNet network participants, creating, developing and updating databases between ENIC Ukraine and higher education institutions;
  • conducting events, providing informational-advisory services promoting transparent and fair recognition practices and global trends in the recognition of foreign educational qualifications;
  • development and implementation of programs, courses and projects, including international, aimed at increasing awareness and experience exchange regarding recognition.

STATE FINAL ATTESTATION

The State Final Attestation (SFA) or state examination is a form of monitoring the education level of graduates of general secondary education program.

In accordance with the current legislation, the SFA is held at the end of the school year for students who complete primary (in the 4th grade), basic secondary (in the 9th grade) and upper secondary education (in the 11th grade), also who obtain technical and vocational education or professional pre-higher education after basic secondary education.

The list of subjects for the SFA is annually approved by the Ministry of Education and Science of Ukraine. The Ukrainian language exam and mathematics are mandatory for all levels of general secondary education. For students of upper secondary education, these exams are combined with the External Independent Evaluation (EIE) examinations.

The SFA exams are assessed in accordance with the criteria approved by the Ministry of Education and Science of Ukraine: for students of basic and upper school the 12-point scale is used, and for primary school graduates the four verbal levels of assessment are used as follows: "initial", "average", "sufficient", and "high".

The SFA results are added to the transcript / supplement to the Certificate of Basic Secondary Education (grade 9) and Certificate of Complete General Secondary Education (grade 11). The SFA of primary school students is carried out only for the purpose of monitoring the quality of educational activities of institutions and quality of education.

The SFA exams can be carried out by an educational institution or be combined with the External Independent Evaluation (EIE). When the SFA is combined with the EIE, the results of the three EIE exams are recalculated and used as results of the SFA for complete general (profile) secondary education graduates.

The External Independent Evaluation is the higher education entrance exam, based on the results of which, competitive admission to the Ukrainian higher education institutions takes place. The EIE in Ukraine is also a mode for the SFA for complete general (profile) secondary education graduates.

After passing the EIE a Certificate of the External Independent Evaluation is awarded, along with the Information Card with the results of the EIE. The Certificates can be used for higher education applications for a period, determined annually by a legal act. Usually, it is two or three years.

Before the implementation of measures aimed at preventing the spread of the coronavirus disease (COVID-2019) and the full-scale invasion of the russian federation to the territory of Ukraine, the SFA in the mode of the EIE or in another mode was mandatory. The reasons for conducting the SFA in the modes other than the EIE, and the reasons for exemption from the SFA are determined by legislation.

From 2020-2021, with the implementation of measures aimed at preventing the spread of the coronavirus disease (COVID-19), certain changes were made to the current legislation of Ukraine. In the 2019/2020 and 2020/2021 academic years, students who completed general secondary education were exempted from the SFA, but at the same time had the right to pass the SFA (including in the EIE mode) at their own request. Due to the hostilities in Ukraine in the 2021/2022 and 2022/2023 academic years, students completing primary, basic secondary and complete general (profile) secondary education were exempted from taking the SFA.
