The Third UaReNet Conference – 2025: New Challenges in Recognition for HEIs

On April 25, 2025, the Third Conference of the National Credential Evaluators Network UaReNet, organized by ENIC Ukraine with the support of the Ministry of Education and Science of Ukraine, took place online.
This year's Conference brought together practitioner credential evaluators from 100 higher education institutions located in different parts of Ukraine to join forces in enchancing a fair, transparent and effective system of recognition of educational qualifications.
The Conference coincided with the Day of Mourning in Kyiv due to the massive missile attack on Ukraine and the death of civilians. The Director of ENIC Ukraine, Viktoriya Sergiyenko, opened the Conference with words of tribute to the memory of those who died in the war. Also during the opening of the event Viktoriya Sergiyenko thanked the attendees, friends and partners of ENIC Ukraine for their trust and support, and emphasized: “Our Centre is always there: we advise, develop recommendations, help in difficult cases. We are with you!”.
The participants of the Conference were welcomed by the Director General of the International Cooperation Directorate of the Ministry of Education and Science of Ukraine, Albina Tsiatkovska, who focused the attention of the attendees on the importance of exchanging experience and practices. Ms Tsiatkovska noted that the sphere of recognition is always developing, moving forward, following modern trends and challenges.
The Deputy Director of ENIC Ukraine, Nataliia Naumenko, publicly presented the results of monitoring the decisions of higher education institutions and announced the TOP-10 HEIs in recognition for 2024.
The top five of the rating included:
1. Admiral Makarov National Shipbuilding University;2. “Interregional Academy of Personnel Management”;
3. National University “Odesa Polytechnic”;
4. Kyiv National University of Technology and Design;
5. Western Ukrainian National University.
“Congratulations to the winners of the rating! We wish everyone further professional growth under the peaceful Ukrainian sky!”, – Nataliia Naumenko concluded her speech with these words.
Next, the representative of the Directorate of Higher Education and Adult Education of the Ministry of Education and Science of Ukraine, Vitaliy Nosok, took the floor, and using practical cases, familiarized the audience with the rules for the correct recognition of the results of non-formal and informal education; covered in detail the steps of recognizing such results and emphasized the challenges that educational institutions may face.
Senior Advisor of ENIC Ukraine Tetiana Vahina shared with the participants an important concept of automatic recognition of educational qualifications, one of the many requirements on Ukraine’s path to European integration.
Anna Bakhlukova, Head of the Recognition Department, presented a topic relevant to higher education institutions: “Validation procedure for foreign education documents: tools and approaches.”
The second part of the Conference began with a rather sensitive topic for all Ukrainians, which concerns the temporarily occupied territories of Ukraine. Senior Advisor of ENIC Ukraine, Tetiana Yevdokymenko, presented a report on changes in the legislation on the recognition of learning outcomes obtained in the temporarily occupied territories.
Representatives of higher education institutions had the opportunity to share their experience, views and practical cases in the recognition process: Ivan Voiteshenko (Taras Shevchenko National University of Kyiv), Mykola Hryshkov (Kyiv Medical University), Yulia Syvolap (Rauf Ablyazov Eastern European University).
Summing up the event, Director of ENIC Ukraine Viktoriya Sergiyenko thanked all those present and invited representatives of HEIs to a practical training on validation and recognition, which will take place on May 16.
