Regarding the Consideration of Affidavits Related to Educational Documents Issued in Ukraine

ENIC Ukraine draws the attention of ENIC-NARIC centres, competent recognition authorities, and educational institutions in other countries to the importance of ensuring the authenticity of Ukrainian educational documents circulating internationally.

Based on the findings of ENIC Ukraine, a number of cases have been identified in which the issuance of educational documents and the information contained therein were attested by notarised affidavits (statements made by the document holders or third parties) bearing an apostille issued by the Ministry of Justice of Ukraine.

Verification of educational documents supported by affidavits revealed that some of the documents were either forged or issued in violation of the legislation of Ukraine. In such cases, the original documents had either not undergone the apostille procedure at the Ministry of Education and Science of Ukraine, or the Ministry had refused to issue an apostille following verification.

Please note that an apostille issued by the Ministry of Justice of Ukraine and affixed to a notarised affidavit certifies only the authenticity of the notary's signature and the notary's authority to certify the respective affidavit.

However, an apostille issued by the Ministry of Education and Science of Ukraine is affixed only after the educational document has undergone verification, confirming, in particular:

  • that the document is authentic;
  • that it was issued by an institution authorised to issue such documents;
  • that its issuance by the authorised institution has been verified;
  • that it has been properly issued in accordance with the prescribed formats and the requirements of Ukrainian legislation.

An apostille issued by the Ministry of Education and Science of Ukraine confirms that the document has undergone the verification procedure required by Ukrainian legislation.

In addition, under Ukrainian legislation, a duplicate educational document may be issued if the original is lost or damaged, as well as in other cases provided for by law. A duplicate may also be issued where access to the archives of educational institutions is unavailable, including those located in the territories of Ukraine temporarily occupied by the Russian Federation.

ENIC Ukraine recommends:

  • verify that the original educational document bears an apostille issued by the Ministry of Education and Science of Ukraine;
    (!) Verification of apostilles issued by the Ministry of Education and Science of Ukraine is available on the ENIC Ukraine website.

  • subject any educational document accompanied by a notarised affidavit bearing an apostille issued by the Ministry of Justice of Ukraine to authenticity verification as part of the recognition procedure;

  • where necessary, verify the authenticity of educational documents through ENIC Ukraine.
    (!) Upon request, ENIC Ukraine may issue a statement to the holder confirming the fact of study and the rights conferred by the educational document.
