Compliance of the National Qualifications Framework of Ukraine with the Сriteria and Procedures of the Qualifications Framework of the European Higher Education Area

Qualifications frameworks play a key role in the development of the European Higher Education Area (EHEA) and are an effective tool for interaction between education systems and labor markets, promote degrees and curriculum development, recognition of qualifications, transparency and comparability of qualifications at national and international levels.

The National Qualifications Framework (NQF) has been developed and implemented in Ukraine since 2010. Now Ukrainian NQF has 8 levels of qualifications. The process of implementation of the national qualifications framework of the EHEA countries also includes an analysis of its compliance with the criteria of the EHEA Qualifications Framework.

To achieve this the Ministry of Education and Science of Ukraine established a working group consisting of representatives of the Ministry of Education and Science, Ministry of Economy, National Agency for Quality Assurance in Higher Education, State Service of Education Quality, National Qualifications Agency, Information and Image Centre, higher education institutions and other organizations.

The working group, in fruitful cooperation with international experts from Germany and Latvia, analyzed the National Qualifications Framework for compliance with the criteria of the EHEA Qualifications Framework, and prepared a report based on the results of their work. The analysis was based on the criteria and procedures for comparing national qualifications frameworks with the EHEA Qualifications Framework, approved in 2005 by the Bologna Follow Up Group.

The report of the working group states that «there is significant similarity between the National Qualifications Framework (levels 5-8) and the Qualifications Framework of the European Higher Education Area».

The self-certification report was published on the Ministry of Education and Science website on November 10, 2021, and submitted to the MESU collegium.
