Nowadays, at the third level of higher education, on the basis of Master’s degree, one can obtain an educational and at the same time scientific degree of Doctor of Philosophy or an educational and creative degree of Doctor of Arts.
The Doctor of Philosophy degree is awarded by a one-time specialized Scientific Council of a higher education institution or scientific institution based on the results of the successful completion of the relevant educational and scientific program by the higher education applicant and the public defense of the dissertation in a one-time specialized Scientific Council.
The Doctor of Philosophy degree is awarded in accordance with the Law of Ukraine "On Higher Education".
(!) The training of Candidates of Sciences, which began before September 1, 2016, is carried out by higher education institutions and scientific institutions in accordance with the legislation in force before the entry into force of the Law of Ukraine “On Higher Education” in 2014. Based on the results of the defense of dissertations in specialized Scientific Councils established by the Ministry of Education and Science of Ukraine, applicants for scientific degrees are awarded Candidate of Sciences degree and issued Candidate of Sciences Diploma.
The Doctor of Arts degree is awarded by a specialized Council for Awarding the Doctor of Arts Degree of an art-related higher education institution based on the successful completion of the relevant educational and creative program by the higher education applicant and the public defense of a creative art project>
Stages of changes in document design
1993-2011
The Candidate of Sciences Diploma was certified by the seal of the scientific institution where the specialized Scientific Council that awarded the degree operated.
Since November 2011, the Candidate of Sciences Diploma has been certified by the seal of the Ministry of Education and Science of Ukraine.
1993-2014
The diplomas on awarding the Candidate of Sciences degree were issued in Ukrainian. Foreign citizens who studied in Ukraine for a Candidate of Sciences degree were issued Doctor of Philosophy Diplomas. Such diplomas were issued in English.
Starting in 2014
With the adoption of the Law of Ukraine "On Higher Education" on July 1, 2014, there was a gradual transition from Candidate of Sciences to Doctor of Philosophy training programs.
The Candidate of Sciences degree is equated with the Doctor of Philosophy degree.
The forms of higher education documents are the same for Ukrainian citizens, foreign citizens and stateless persons.
Diplomas of different higher education institutions (scientific institutions) may have differences in the form design (material, design, size, placement of information, color). The requirements for diploma design are approved by the higher education institution (scientific institution).
In 2017, the possibility of obtaining an educational and creative degree of Doctor of Arts at the third level of higher education was introduced.
Starting in January 2022, Doctor of Philosophy and Doctor of Arts Diplomas are registered in the Unified State Electronic Database on Education.

Examples of so-called educational documents that are NOT recognized

The so-called educational documents issued by “education institutions” or other "institutions" operating in the temporarily occupied territories of Ukraine are not recognized by Ukraine and cannot be used as a basis for further education or employment.

ENIC Ukraine offers specialists working in the field of education to read the translation of the Recommendation of the Council of Europe on countering education fraud (original). The policy of the European Higher Education Area is transparent. Every member state of the European Union must make every effort on countering education fraud in all its manifestations: forgery of educational documents, “diploma mill”, “accreditation mill”, fraudulent education service providers for writing coursework, diploma theses, etc. Only with joint efforts we can achieve success in the fight against such manifestations, in particular, through a comprehensive exchange of information, the use of digital solutions for the verification of information (educational documents, the status of educational institutions) and constant monitoring of the activities of fraudulent education service providers.
