Certain territories of Ukraine have been under russian occupation since 2014. To continue their studies in the territory controlled by the government of Ukraine, students who studied in the temporarily occupied territories of Ukraine need documents of general/basic secondary education of the state-approved template. Nowadays, Ukraine has practical experience and well-established mechanisms for confirming the results of school education obtained in the temporarily occupied territories of Ukraine.

Starting in 2016, the confirmation procedure is regulated by regulations approved by the executive authority in the field of education.

The Procedure approved by the order of the Ministry of Education and Science of Ukraine for students from Donetsk and Luhansk regions defines the specifics of passing the state final attestation and obtaining a document of a state-approved template confirming the completion of a certain level of school education, as well as the possibility of entering temporarily displaced higher education institutions and higher education institutions in the territory of Donetsk and Luhansk regions controlled by Ukraine.

Pursuant to the Порядку, a document of a state-approved template can be obtained by enrolling in an individual form of education (external studies) at a general secondary education institution located in the territory controlled by Ukraine and providing education in this form. One can apply for external studies remotely by sending an application with the relevant list of documents to the education institution by e-mail. Enrollment is open throughout the calendar year. After successful completion of the annual assessment of learning outcomes and state final attestation, the education institution orders a document on basic secondary education or complete general secondary education and issues it to the holder.

Donbas-Ukraine and Crimea-Ukraine centers to help school graduates from the temporarily occupied territories

Starting in 2016, the Crimea-Ukraine and Donbas-Ukraine educational centers operate in Ukraine.

The educational centers operate throughout Ukraine and facilitate the organization of annual assessment and state final attestation in the Ukrainian Language and History of Ukraine, the issuance of general secondary education documents of the Ukrainian standard by authorized general secondary education institutions, and coordinate the processing of a person’s documents as an applicant.

The centers are created on the basis of higher or professional pre-higher education institutions that provide training for applicants for professional pre-higher or higher education at the expense of the state (regional) budget, together with general secondary education institutions to conduct annual assessment and state final attestation, order and issue documents on basic secondary education or complete general secondary education of the state-approved template. The annual assessment and, as a result, the receipt of a document of the state-approved template takes place after enrollment in an external study program at a designated general secondary education institution that operates under an educational center.

Starting in 2016, both those who had Ukrainian educational documents and had passed an external independent evaluation in previous years and those who did not have educational documents of the state-approved template were eligible to apply through educational centers. Citizens who did not have documents of the state-approved template on the level of general secondary education applied to the educational center for an annual assessment, state final attestation, and were given the opportunity to enter a higher education institution under a simplified procedure.

Starting in 2021, the specifics of admission to study for citizens who obtained their education in the temporarily occupied territories of Ukraine, and the work of the Donbas-Ukraine and Crimea-Ukraine educational centers are regulated by a specific Procedure approved by the order of the Ministry of Education and Science № 271, dated March 1, 2021. The main difference after 2021 is that nowadays, educational centers are open in all parts of Ukraine; it significantly expanded the opportunities and rights of citizens from the occupied territories to choose an education institution of their choice, without any territorial or other restrictions.

Since the beginning of the full-scale invasion of russia, the admission campaign in education institutions has undergone certain changes to ensure the safety of applicants’ lives and health. In particular, for the abovementioned categories of citizens, the current legislation provides for the possibility of remote application, remote individual interview or remote creative competition with video recording in case of circumstances that objectively make it impossible for the applicant to arrive in person.

The Donbas-Ukraine and Crimea-Ukraine educational centers operate from July 1 to September 30.

(!) How to recognize learning outcomes through educational centers:

• choose an education institution for admission;
• contact the educational center;
• submit an application and fill out an education declaration with the results of studying in the temporarily occupied territories of Ukraine;
• wait for enrollment in an external study program;
• successfully pass the following exams: Ukrainian Language, History of Ukraine and a specialized subject (or a creative competition);
• obtain a temporary statement from the education institution assigned to the educational center;
• within three months, replace the statement with an educational document of the state-approved template.
